Official Timeframes

Which clocks in the Vanuatu process come from the Act, the regulations and written instructions, and which are mere estimates.

Official timeframes in the Vanuatu citizenship process are the periods and deadlines that come from the rules themselves — the Citizenship Act [CAP 112], the programme regulations and the written instructions issued to an applicant — as opposed to the processing speeds quoted in advertising. The short version is that the framework fixes some deadlines that bind the applicant, but it does not give applicants a guaranteed date by which the Citizenship Commission must decide.

This page is for people planning around the process: relocating a family, timing a business transaction, or coordinating documents from several countries. It explains which clocks are set by the rules, which depend on the applicant, and which are simply estimates. The order in which the stages happen is covered separately on the statutory stages page; here the focus is purely on time.

Is There a Statutory Deadline for a Decision?

Applicants often assume that a citizenship programme works like a permit application with a legal response period. The Vanuatu framework, as published, does not work that way for the decision itself. There is no published rule entitling an applicant to a decision within a set number of days, and no mechanism by which an application is deemed approved if the Commission has not ruled.

In practice, a well-prepared Development Support Program file usually takes around two to four months from lodging to decision. That figure is an observed range, not an entitlement. Files with dependants from several jurisdictions, gaps in source-of-funds evidence, or issues raised in the due diligence report take longer, and there is no formal remedy for slowness short of asking your agent to follow up with the Citizenship Office.

Claims such as "approval guaranteed within 30 days" or "decision in three months, or your money back" are not timeframes recognized by the procedure. They are the seller's commitment at best, and they cannot bind the Commission.

Timeframes by Source: Rule, Applicant or Estimate

The most useful way to plan is to sort every clock in the process by where it comes from. The table below does that for the main points in a Vanuatu application.

Point in the processWhere the timeframe comes fromHow firm it is
Freshness of police certificates and similar documentsProgramme requirements as applied by the Citizenship Office and your agentFirm: an expired certificate has to be replaced, which restarts that part of the file
Validity of your current passportProgramme requirements and practical need for travelFirm: a passport close to expiry should be renewed before lodging
Due diligence checksThe due diligence provider's process, paid through the US$5,000 feeVariable: depends on the number of countries in your history
Commission decisionNo published deadlineEstimate only: usually two to four months for a straightforward file
Payment of the contribution after approvalThe approval and payment instructions issued to youFirm: the period is stated in your instructions, and your designated agent confirms it
Certificate and passportAdministrative scheduling by the Citizenship Office and the Department of Immigration and Passport ServicesVariable: usually a matter of weeks once payment is confirmed

Which Deadlines Bind the Applicant?

The deadlines with real consequences are mostly on the applicant's side. They are worth listing because missing them is the most common avoidable cause of delay:

  1. Document validity windows. Police certificates, bank reference letters and similar supporting documents are expected to be recent. If a request for further information arrives late in the process, documents gathered at the start may no longer qualify.
  2. Response to requests for further information. When the Citizenship Office asks for more, the file waits until you answer. Your agent should pass on the request, and any stated response period, straight away.
  3. The payment window after approval. The contribution — US$130,000 for a single applicant, US$150,000 for a couple, US$165,000 for a family of three and US$180,000 for a family of four — is paid in US dollars after approval, within the period stated in your instructions. Cryptocurrency is not accepted. Arranging an international transfer of that size can itself take days, so funds should be ready before the approval arrives.
  4. Your existing citizenship. If your home country requires you to notify it, or to apply for permission to keep its nationality, that deadline is set by your home country's law, not by Vanuatu.

Fixed Dates That Shape the Programme

Some of the most important "timeframes" in the Vanuatu process are not durations at all but fixed dates set by the Vanuatu authorities or by foreign governments. They define what the passport can and cannot do, and they do not move:

  • 23 July 2021 — the Citizenship Real Estate Option Program began operating, limited to a Government Approved Project.
  • 4 February 2023 — the European Union's full suspension of its visa waiver agreement with Vanuatu took effect, under Council Decision (EU) 2022/2198.
  • 19 July 2023 — the United Kingdom began requiring visas from Vanuatu nationals.
  • 3 February 2025 — under Regulation (EU) 2025/11, Vanuatu nationals became subject to a permanent visa requirement for the 29 Schengen countries.
  • March 2025 — the Citizenship Commission suspended new applications under the Capital Investment Immigration Plan. No reopening date has been confirmed. The Development Support Program was not affected.

When an adviser tells you that a visa-free arrangement with Europe "may return next year", compare that with the list above. The 2025 change was made permanent by regulation, not extended as a temporary measure.

Why Do Real Timelines Differ From Advertised Ones?

Advertised timelines tend to measure from the moment a complete file is lodged, and they tend to stop at approval. An applicant's own timeline starts much earlier and ends later: gathering apostilled or legalized documents, translations, a due diligence process that may involve enquiries in several countries, the transfer of funds after approval, then the certificate of citizenship and passport issue.

A realistic plan from first engagement to passport in hand therefore allows for several weeks of document preparation before lodging, the two-to-four-month decision range, and further weeks for payment and issue. If the decision is a refusal, the timeline does not simply pause; the options and their timing are discussed on the decision and appeal page. Where you need to check what a current rule actually says, the primary sources for the procedure are the place to start, rather than an agent's summary of them.

Questions

Frequently Asked Questions

The published framework does not set a guaranteed decision deadline. A straightforward Development Support Program file usually takes around two to four months, but that is an estimate, not an entitlement.

No. Nobody outside the Citizenship Commission controls the decision date, so a 30-day guarantee is a sales claim rather than an official timeframe.

The payment period is stated in the approval and payment instructions you receive, and your designated agent confirms it. Payment is made in US dollars only, and funds should be ready before approval arrives.

Under Regulation (EU) 2025/11, the visa requirement for Vanuatu nationals has been permanent since 3 February 2025. It is not a temporary suspension with an end date.
