About Our Reviewer

The lawyer who checks our account of the statutory procedure against the Act and the regulations made under it.

This site explains the legal procedure behind Vanuatu citizenship by investment: which provisions apply, which body holds which power, and where the final decision is made. We are an independent publisher with no link to the Vanuatu authorities. Nothing here is issued by a ministry, and reading it does not start or affect an application.

Because the site is built around statute, its pages are reviewed against the legislation itself. That work is done by Dr. Anatoliy Yarovyi, whose background is in international public law. He reads new pages before publication and revisits older ones when amendments appear.

Senior Partner

Dr. Anatoliy Yarovyi has around two decades of legal practice behind him, much of it in international public law and human rights. He is a Doctor of Philosophy in Law. His earlier degrees are a Master of Law from Lviv University, awarded in 2004, and an LL.M. from Stanford University, completed in 2013.

His previous posts include the Prosecutor's Office and multinational law firms, and he now serves as a Senior Partner. He brings cases before the European Court of Human Rights and was one of 15 candidates for a judgeship at that Court in 2021. Freedom of movement and data protection are among the subjects he advises on.

What Dr. Yarovyi checks on this site

  • Every reference to the Citizenship Act [CAP 112] points to the provision that actually governs the step described, and quoted wording is accurate.
  • Descriptions of the Citizenship Commission's role reflect the powers the Act gives it, including its discretion to refuse an application.
  • The designated agent requirement is explained correctly: applications go in through an agent on the published register, not directly from the applicant.
  • Regulations and notices cited on the site are the current versions, and superseded ones are marked as such.
  • Statements about programme status and contribution amounts are tied to a dated published source rather than to secondary reports.

What the reviewer does not do

Reviewing the legal analysis here is the whole of his role. He does not file applications or decide them: filing is reserved to a designated agent from the published register, and the decision belongs to the Citizenship Commission. This page, and the procedural guides it supports, should not be read as legal advice on any particular application.

Reporting an error

Found a provision cited wrongly or a rule that has since been amended? Use the form on this page to tell us, naming the page concerned and the source you believe is correct. Dr. Yarovyi checks every report against the text of the law.
